Modified Business Tax Abatements provide partial abatement (up to 50%) from the payroll tax for new and expanding businesses. You must create a minimum number of jobs, have a minimum capital investment and provide wage and employee health plans.

For counties or cities with a population of more than 60,000, you must create a minimum 75 full-time permanent jobs. For smaller counties or cities, you must create a minimum 15 full-time permanent jobs. The wages must be at least the average wage of the county or the state, whichever is lower. You must also make a $1 million capital investment (or $250,000 for smaller population counties or cities).
